Cost center describing either a direct sender cost center or a receiver cost center.

If the partner is an order, the partner cost center field is not filled.

Example: cost center "A" sends activity to cost center "B".

If cost center "A" is debited, then "A" is the cost center and "B" is the partner cost center.

If cost center "B" is debited, then "B" is the cost center and "A" is the partner cost center.
