Definition

Applied to Development costs for Percentage Overhead in the United States. Used for the percentage component of Operations and Maintenance Overhead in Canada.

In the U.S., this rate will be applied to the costs of cost objects that have an overhead type of Percent Development. In Canada, this rate will be applied to the costs of cost objects that have an Operations and Maintenance Overhead type.

In Canada, this rate is applied to "Special" costs incurred by the cost object. The definition of "Special" costs is controlled via the exclusion set of accounts. If the cost object is Operations & Maintenance, and the account the cost was posted to is not in the Percent 2 exclusion set, then the Percent 2 ("Special") rate will be applied to that cost. The Percent 1 and Percent 2 exclusion sets of accounts must be carefully constructed to ensure that a cost does not have both Percent 1 and Percent 2 applied to it. An example of a special cost might be utilities.

The costs for accounts in the exclusion set will be excluded from the calculation.
