Diagnosis
File could not be read because the file could not be opened or it was opened in the wrong mode (read mode, write mode). The system states the following reason for the failed operation:
System Response
The file operation triggered an exception. The current program cannot be executed on account of this exception and terminated with an error.
Procedure

Either an error in the file system has occurred or access to the file system was denied. Check that the file name is correct and that the file is accessible.
