Impermissible call ISU_BILL_CANCELLATION for installation group reversal

Diagnosis
INTERNAL ERROR:
Not all environments support the reversal of a complete installation group.
In contract change, customer change, advanced billing during move-out and the reversal of a customer change, you cannot call ISU_BILL_CANCELLATION when the indicator F_GRP is set.
In this case, the indicators have the following values.
- SCVEW =
- SCDEB =
- SCMOVO =
