Tax determination group &1 is inconsistent

Diagnosis
A tax determination group must be used as follows in the active steps of the billing schema:
- There must be just one schema step with a variant from category 17 (variant is written with a tax determination quantity).
- There must be at least one additional schema step with another variant category.
This is not the case with tax determination group :
- Number of steps with a variant from category 17:
- Number of steps with other variants:
System Response
The billing schema is inconsistent and cannot be saved.
