Diagnosis
Billing schema contains steps for rate which have backbilling fields (backbilling indicator, etc.) that have not been maintained. This is not permitted, since the dynamic period control field is selected.

Procedure
Remove all rates that contain variant programs for triggering a backbilling.
Delete all backbilling fields.
