Schema &1 does not contain complete rate &2

Diagnosis
New steps were added for rate after it was entered in the schema. These steps are missing in the schema. This causes the following difficulties:
- The schema cannot be released for billing.
- The schema cannot be saved.

Procedure
- Using the function 'check schema', you can display a list of incomplete rates.
- Delete the incomplete rates and reinsert them in the schema. To do this, you can use the function update rate.
