Volume correction factor is zero

Diagnosis
The volume correction factor should not be zero.
If the volume correction factor is zero, this could prevent billing from being executed.
Example
In a gas procedure for which the volume correction factor procedure is Fixed VCF (fixed volume correction factor), the conversion factor for gas billing can be zero. In this case, billing is not executed.
