Cannot create root element &1 for XML file &2

Diagnosis
Every XML file is required to have a root element. According to the schema or program settings in your system, is defined as the root element of XML file .
However, in this case, an error occurred while the system attempted to create the specified root element during the generation of the XML file.
System Response
Because the system could not create the required root element, no XML file was generated.
Procedure
If you cannot resolve the error, report it to the program owner for assistance.
