Definition
The lower limit of the interval which the pass-on percentage rate is valid for, is defined using this percentage rate. In the following example, you can see how the final percentage rate increase is calculated:

If the index has increased since the last adjustment, e.g. by 7%, the increase is calculated as follows:
(3 - 0)% * 100% + (from 0 - 3% -> 100%)
(6 - 3)% * 70% + (from 3 - 6% -> 70%)
(7 - 6)% * 40% (from 6 - 7% -> 40%)
This results in an overall increase of 5.5 %.
If you do not require this type of scaling and simply want to determine the percentage rate increase, set the lower level to 0.
