Definition
Measure of the quality of the forecast model as compared with the "primitive forecast".
Procedure
The "primitive forecast" takes the last historical value as its basis for the forecast value.
- The Theil coefficient is 1 if the forecast model has the same quality as the "primitive forecast".
- If the coefficient is smaller than 1, the forecast model is better than the "primitive forecast".
- If the coefficient is greater than 1, the forecast model is worse than the "primitive forecast". This should be avoided.
