This indicator can only be set for work items that have the status executed.
If the indicator is set, the status transition for the work item (callback from workflow manager) was completed. The work item(s) for the subsequent steps were created.
If the indicator is not set despite the work item having already had the status executed for a long time, an error occurred in the runtime system.
