This key figure is calculated as ratio (%) by the formula:
('Busy wait time' + 'CPU time') / 'Total wait time'
Non RAC / RAC Detail: Ratio for the current instance
RAC Total: Average ratio over all instances
(Data source: gv$session_event (Busy wait time, Total wait time), gv$sysstat (CPU time))
The appearance of a light (yellow / red) indicates that the difference in percent of at least 1 instance's value from the all-instances-average exceeds a certain limit. The limit values are maintained specific to key figures in table ST04N_LIM.
