Definition
For certain buildings (and thereby for the rental units in them) the land registry office does not issue a base value for calculation of property tax (ICI/IMU). For residential buildings or commercially-used buildings, therefore, the owner has to use the value from a similar rental unit for the calculation, until an official base value is issued.
However, there is a different procedure for buildings of type 'D' (such as factories, warehouses, etc. owned by a company and that do not have an official base value). For these buildings, the total costs of the building in the last 10 years (purchase price, construction costs, renovation costs, and so on) are used as the base value for calculating property tax.
This amount is multiplied each year by a coefficient that is communicated by the government (compensation for inflation). The coefficient for the current year is 1, past years have somewhat higher coefficients (for example, 1.22 in 1995; 1.15 in 1997). The result then forms the basis for calculating property tax. This calculation has to be made in rental unit processing in the ICI/IMU master data.
