The scale basis is the base value used by the system to determine the valid scale level of a condition.
Example
The following scale has been agreed:
From $100,000 business volume 1% rebate (volume-based incentive rebate)
From $200,000 business volume 2%
From $300,000 business volume 3%
You have made purchases worth $210,000 (= business volume) from this vendor over the relevant period. On this scale basis of $210,000, the second scale level applies.
