You can use this field both for import and export. It determines the location where the means of transport loads or unloads the goods.

Example

In Europe, this field is only filled for dispatch/export via sea transport. You must specify the location where the goods are loaded onto the means of transport which is used for crossing the border of the European Community. (Instruction sheet for the Single Administrative Document, Field 27)
