Definition
For closed packaging materials, the total volume is not increased by the loading volume of the contents.
Example
The total volume of a box is the same whether it is full or empty, which makes it a closed packaging material.
The total volume of a pallet, however, is figured from the tare weight of the pallet itself plus the volume of the goods packed on it. Therefore, pallets are open packaging materials.
