Procedure
In many countries, military goods are regulated by special laws.
In the Federal Republic of Germany, such materials are listed in the "Kriegswaffenliste (KWL)" (weapons list) which is part of the main law regulating weapons, the "Kriegswaffenkontrollgesetz (KWKG)". The USA complies to regulations set out by the "International Traffic in Arms Regulations (ITAR)".
