Definition

The sequence number of a surgical procedure code is an internal, technical key, which uniquely identifies a surgical procedure code for all cases.

The key says nothing about the entry sequence or type of surgical procedure code, but is a user-defined sequence of digits.
This technical key cannot be assigned externally.

The number range interval for the sequence number of the surgical procedure code should span the range 0000000001 through 8999999999. 9000000000 through 9999999999 may not be used as this could lead to errors in the transaction. Refer to the chapter on technical number ranges in the IS-H Implementation Guide.
