Use

When a sales clerk creates a business transaction, the system automatically determines which location supplies the product. If it does not find any other location, it uses the one that you enter here.

This field is relevant for countries where you calculate taxes using tax jurisdiction codes. When you make a sale, the delivering location's tax jurisdiction code affects how it is taxed.
