Documentation
Use of the Carry Forward Plan Values Indicator in these Functions:
Open New Approval Year (IM27)
Open New Approval Year - Repeat Run (IM27_REPEAT).
You should always set the Carry forward plan values indicator if the Carry fwd. meas./app.req. indicator is also set. (For more information, refer to documentation for Carry forward measures/appropriation requests indicator.) When you set the Carry forward plan values indicator, the system automatically generates a statistical plan value on the investment program that corresponds to the total plan value on the measures carried forward.
Comment
This statistical plan value can be updated for the new investment program in any number of versions. However, for calculating the value to be updated from the plan values of the measures or appropriation requests, the system always uses the values of one plan version: the plan version that was specified in IM Customizing for carrying forward values. If this indicator is not set for any plan version, then version 0 is used.
Affect of the Automatically Generated Plan Values in Reporting
Plan values generated in this way are of a purely statistical nature. They do not increase the current plan values of the new investment program. To explain the statistical plan values, it makes sense to first explain the different options available in reporting for the new investment program:
- Option 1 - Reporting only on the new measures or appropriation requests
- Option 2 - Reporting on the new measures or appropriation requests and all current-year measures or appropriation requests
For Option 2, the system needs the automatically generated (statistical) plan values that are explained above. This means, these plan values have to be generated when a new approval year is opened (IM27) or when a repeat run is performed (IM27_REPEAT) by setting the Carry forward plan values indicator.
Reason: If the plan values of the new investment program are compared with the plan values of the measures in reporting, then the difference that results from this comparison should always exactly represent the free (not yet tied up by measures) plan values on the investment program.
This is automatically the result with Option 1. With Option 2, on the other hand, the additional plan values that results from the old measures have to be offset by statistical plan values on the new investment program that are equally as high.
Comment
Option 1 is the default in the General Structure and Value List (transaction IMR1). However, in that transaction, you can easily switch to Option 2 by setting the Old values and meas-/req. also indicator on the initial screen.
Option 2 is the default in all IM drilldown reports. It is only possible to switch to Option 1 there by copying and modifying an existing form report.
Using the Carry Forward Plan Values Indicator within the Close Old Approval Year (IM27_CLOSE) Function
You should always set the Carry forward plan values indicator if the Carry fwd. meas./app. req. indicator is set, and if the system has not yet taken into account a corresponding plan value for the new measures on the new investment program.
(For more information, refer to documentation for Carry forward measures/appropriation requests indicator.) When you set the Carry forward plan values indicator, then the system automatically generates an additional plan value on the new investment program that corresponds to the total of the plan values of the measures carried forward. This plan value is added to the already existing plan values.
You do not have to set the Carry forward plan values indicator, if the already existing plan of the new investment program takes into account not only the new measures, but also the old measures that are still running in the current year.
Comment
If the Carry forward plan values indicator is set, the statistical plan value to be generated for the new investment program can be updated in any number of versions. However, for calculating the value to be updated from the plan values of the measures or appropriation requests, the system always uses the values of one plan version: the plan version that was specified in IM Customizing for carrying forward values. If this indicator is not set for any plan version, then version 0 is used.
