Use of the Carry Fwd. Meas./App.Req. Indicator in these Functions:
Open New Approval Year (IM27)
Open New Approval Year - Repeat Run (IM27_REPEAT).
You should set this indicator, if you want the system to automatically generate additional assignments (in addition to assignments to the old investment program) to the corresponding program positions of the new investment program for
- Measures that are not yet closed
- Appropriation requests that are not rejected and not yet closed
You can also further limit the measures and appropriation requests, for which these new assignments should be created, by entering a status selection profile.
Affect of the Automatically Generated Assignments in Reporting
Assignments generated in this way are initially of a purely statistical nature. To explain these assignments, it makes sense to first explain the different options available in reporting for the new investment program:
- Option 1 - Reporting only on the new measures or appropriation requests
- Option 2 - Reporting on the new measures or appropriation requests and all current-year measures or appropriation requests
For Option 2, the system needs the automatically generated (statistical) assignments of the old measures or appropriation requests to the program positions of the new investment program. This means, these assignments have to be generated when a new approval year is opened (IM27) or when a repeat run is performed (IM27_REPEAT) by setting the Carry fwd. meas./app.req. indicator.
Comment
Option 1 is the default in the General Structure and Value List (transaction IMR1). However, in that transaction, you can easily switch to Option 2 by setting the Old values and meas./req. also indicator on the initial screen.
Option 2 is the default in all IM drilldown reports. It is only possible to switch to Option 1 there by copying and modifying an existing form report.
Affect of the Automatic Assignments within Budget Distribution (IM52)
The automatically generated assignments of old measures or appropriation requests to positions of the new investment program can also be used operatively: in the budget distribution function (IM52), it is possible to distribute the budget from the new investment program to the old measures, and to measures assigned to the old appropriation requests. To do so, you call the budget distribution function for the new investment program, and instead of current measures (default), you select old measures. However, then you can only enter supplements to the budget.
This option should be used only in exceptional cases when there is a good reason!
If you want to transfer budget of the new investment program on a large scale to old measures that are still running, we recommend that you close the old approval year (IM27_CLOSE) instead. When you close the old approval year, the separation between old and new measures is removed. Old measures and new measures are assigned together, with equal footing, to the same new investment program.

You should set this indicator, if you want the system to replace the assignments to the old investment program with assignments to the corresponding program positions of the new investment program for
- Measures that are not yet closed
- Appropriation requests that are not rejected and not yet closed
These measures or appropriation requests then lose their assignment to the program positions of the old investment program. From this point on they appear as if they were always assigned to the program positions of the new investment program.
You can also further limit the measures and appropriation requests, for which assignments to the new investment program should be created, by entering a status selection profile. You can also limit the function to measures or appropriation requets that are not yet released.
