Use of the Carry Forward Budget Values Indicator in these Functions:
Open New Approval Year (IM27)
Open New Approval Year - Repeat Run (IM27_REPEAT).

You should always set the Carry forward budget values indicator if the Carry fwd. meas./app.req. indicator is also set. (For more information, refer to documentation for Carry forward measures/appropriation requests indicator.) When you set the Carry forward budget values indicator, the system automatically generates a statistical budget on the investment program that corresponds to the total of the budget on the measures carried forward.

Affect of the Automatically Generated Budget in Reporting

Budgets generated in this way are of a purely statistical nature. They cannot be used operatively in any way. This means they do not increase the current budget of the new investment program. To explain the statistical budget, it makes sense to first explain the different options available in reporting for the new investment program:

  • Option 1 - Reporting only on the new measures or appropriation requests
  • Option 2 - Reporting on the new measures or appropriation requests and all current-year measures or appropriation requests
    For Option 2, the system needs the automatically generated (statistical) budgets that are explained above. This means, these budgets have to be generated when a new approval year is opened (IM27) or when a repeat run is performed (IM27_REPEAT) by setting the Carry forward budget values indicator.
    Reason: If the budgets of the new investment program are compared with the budgets of the measures in reporting, then the difference that results from this comparison should always exactly represent the free (not yet tied up by measures) budget on the investment program.
    This is automatically the result with Option 1. With Option 2, on the other hand, the additional budget that results from the old measures has to be offset by a statistical budget on the new investment program that is equally as high.

Comment

Option 1 is the default in the General Structure and Value List (transaction IMR1). However, in that transaction, you can easily switch to Option 2 by setting the Old values and meas-/req. also indicator on the initial screen.
Option 2 is the default in all IM drilldown reports. It is only possible to switch to Option 1 there by copying and modifying an existing form report.

Using the Carry Forward Budget Values Indicator within the Close Old Approval Year (IM27_CLOSE) Function

You should always set the Carry forward budget values indicator if the Carry fwd. meas./app. req. indicator is set, and if the system has not yet taken into account a corresponding budget for the new measures on the new investment program.

When you set the Carry forward budget values indicator, then the system automatically generates an addition budget on the new investment program that corresponds to the total of the budgets of the measures carried foreard. This budget is added to the already existing budget.

You do not have to set the Carry forward budget values indicator, if the already existing budget of the new investment program takes into account not only the new measures, but also the old measures that are still running in the current year.
