Use

If you flag this field, budget and assigned values are not saved hierarchically in the system. For funds centers and commitment items, this has the following effects:

• Funds centers
  You can create the funds centers that can be used for budget planning in the hierarchy variant you assign to the relevant FM area/fiscal year combination as an operative hierarchy variant in Funds Management Government Customizing. Since budgeting and availability control are not executed hierarchically, you cannot create funds centers hierarchically in this hierarchy variant. If you want to use hierarchical information for the selection or in the information system, you must have defined this information in one of the unassigned hierarchy variants.
• Commitment items
  All the commitment items you define are automatically saved in standard variant 000. This variant does not contain any hierarchical information. If you want to use hierarchical information for the selection or in the information system, you must define the hierarchical relationship(s) for the relevant commitment item(s) in variant 000 as an alternative commitment item hierarchy variant.

The collective expenditure and net voting functions are not available for non-hierarchical budgeting and availability control.

If you do not flag this field, budget and assigned values are not stored in the system. The fund center hierarchy variant you define for the relevant FM area/fiscal year combination in Funds Management Government Customizing is actually made up of three hierarchies:

• the operational hierarchy with which organizational units are mapped out. The program uses this hierarchy for net voting, in the information system and for selections.
• the funds center hierarchy for the budget. This is not actually a hierarchy, but consists of a funds center (the budget funds center) that is required for technical reasons. You define the budget funds center for the relevant FM area/fiscal year combination in Funds Management Government Customizing. The system displays this budget funds center as a default value in the commitment item master record. Budget objects are generated for the budget on the basis of the funds center hierarchy.
• the funds center hierarchy for collective expenditures which maps out the organizational structure for collective expenditures.

Restrictions

In the following situations, you cannot change from a funds center for the budget to the application of a funds center hierarchy:

• Budget data exists in the system
• In the operative hierarchy variant you have assigned to your FM area in Customizing, there is a commitment item hierarchy with subordinate funds centers
• In standard variant 000, there is a commitment item hierarchy with subordinate commitment items
