Example
The customer has non-energy debts of 50 Dollars.
The recovery rate for the non-energy debts is 1 Dollar.
The customer loads 10 Dollars onto his/her energy card. When this amount is transferred to the meter, 1 Dollar is used for paying off non-energy debt. The customer can use the remaining 9 Dollars for electricity or gas consumption.
This reduces the customer's non-energy debt to 49 Dollars. The meter now displays the new debt of 49 Dollars.
