Use

If you set this indicator then operations are dispatched during to the already existing commitments on the work centers in such a way that the setup times at the work centers are increased as little as possible.

To adjust the setup times of the operations at the work centers and reschedule the operations appropriately after the operations have been dispatched to the best time from the point of view of setup time you then have to carry out automatic setup time adjustment.
