Definition

Specifies the name of an incident.

An incident related to the incident observation is the occurrence of an information-change. Its definition needs a name and a type description of the data the incident is about. The name of an incident must be unique within the scene it is defined for.

Use

In principle each reporter of a scene might report incidents that occur in that scene. It is up to an observer how to react on the reported data change.
