Definition
The "usage" represents the ratio of funds commitments to the budget, expressed as a percentage.
If this value is exceeded because of budget reductions or funds commitments which are too high, the specified action is triggered.
Example
An entry of 80% means that the background activator activates availability control as soon as funds commitments amount to more than 80% of the budget.
130% means that you may enter funds commitments up to 30% over the budget before any action is triggered.
