Definition
Specifies whether the check function for bills of material (BOM) in legal control is active for this legal regulation.
This includes:
- field control in Customizing for Foreign Trade - Legal control and
- the function for calculating the value percentages of materials in bills of material that are relevant to export control
Use
Certain legal regulations require not only a check of complete materials but also a check of the main components of BOMs - even if the main component itself is not classified. This applies if:
- the BOM contains materials that are relevant for export control in this area of legal control and come from the country of origin of the legal regulation and
- the summarized value percentage of the materials taken from the total BOM value exceeds a percentage rate limit
Example
For the US Export Administration Regulations (EAR):
A BOM of a Japanese manufacturer contains materials that come from the USA. These materials are listed in the US export list and have an Export Control Classification Number (ECCN).
The value percentage of the US materials taken from the total BOM value is 20%.
If this BOM is to be exported, the US authorities specify a percentage rate limit, depending on the country grouping to which the destination country for this export belongs.
- If the 20% mentioned above does not exceed the percentage rate limit, the leading part does not require a US export declaration.
- If the 20% mentioned above exceeds the percentage rate limit, the leading part requires a US export declaration.
