Definition
The 'Valid From' time is defined in UTC time stamp format. The UTC time stamp represents date and time based on UTC (Universal Coordinated Time). To standardize local time in a UTC time stamp and thereby make it comparable, its time zone must be stated when it is converted. The internal structure of the UTC time stamp is logically subdivided into date and time parts in packed number format.
