Definition
The 'change from' time is defined in the UTC time stamp format. The UTC time stamp represents the date and time according to UTC (Universal Time Coordinated). In order to standardize local time to a UTC time stamp and thus make it comparable, its time zone must be stated when it is converted. The internal structure of the UTC time stamp is divided logically into a date and time part in packed number format.
