Value used if the range of coverage (ROC) determined by the CMC is zero.
The system uses consumption values to calculate the ROC based on the defined number of periods backwards and/or forwards. If the determined consumption of a FFF class, MPN-MRP set, or material is zero within the defined periods the system uses this initial value to calculate the ROC.
