Quantity optimizing was deactivated for material . because supplementary logistics services (e.g. pre-packing) leading to the creation of sub-items are relevant.

The vendor may have been found in supply source determination.
System Response
Quantity optimizing was deactivated. In the transaction for creating a collective PO, you can no longer change the procurement quantities nor can you have the system optimize the quantities.
If you are currently processing procurement/issue documents for a collective PO still to be generated, the system calculates the procurement quantities based on the quantities to be issued so that the total quantity issued is the same as that procured.
