Inconsistent administration data for the secure store

Diagnosis
This error occurs under the following circumstances:
- A program is attempting to access the secure storage and there are also database table entries that should allow this process (tables RSECACHK and RSECACTB). However, the checksum is not correct.
- A data record is to be read that contains a larger quantity of data than can be processed.
Both types of error indicate manipulation of the database tables of the secure storage.
