Diagnosis
The list only contains entries with an empty language or codepage field.
This generally occurs when you create a new destination and have not copied the list from the remote page. There is a button in the maintenance interface for this purpose.

Procedure
Call the maintenance again and either copy the values from the remote page (choose "Local<Remote") or manually create the entries and fill the two input columns.
