Diagnosis
The organizational unit (OU) in question exists, but it is not permitted in this context.
Possible reasons for this:
-) The validity period of the OU does not overlap with the time of the preregistration
-) The flags of the OU do not match up with the purpose of the OU (for example, the OU is to be used as a performing OU, but the flag NORG-N1ERBRIKZ has not been set)
-) The OU cannot be used in the institution in question

The system does not save the preregistration.
