Diagnosis
The organizational unit in question exists, but it is not permitted in this context.
Possible reasons for this:
-) The validity period of the organizational unit does not coincide with the time of the service
-) The flags set for the organizational unit do not tally with the purpose of the organizational unit (for example, it is to be a performing OU, but the flag NORG-N1ERBRIKZ has not been set)
-) The organizational unit cannot be used in the institution in question
