Diagnosis
A system error occurred in the higher-level cost object hierarchy.
The higher-level cost object ID is either no longer in the system or is flagged for deletion.
System Response
The cost object hierarchy is in an inconsistent state, since it contains cost object IDs that are already deleted or that are flagged for deletion.
Procedure
Notify your system administrator.
