Diagnosis
You need authorization for the report name, user group and report class to which the report is to be assigned.
In addition, you need the transaction authorization for changing the user group (KCB8) and report class (KCB5).

Procedure
Check your authorization for authorization object K_KC_PR in your user master record. If necessary, have your system administrator give you the appropriate authorizations.
