Diagnosis
You cannot lock the report, therefore, you cannot delete it either.
System Response
The report is probably locked by another user, When the report is unlocked, you will be able to delete it.
Procedure
Try to delete it again later. Using Transaction SM12, you can find out who is locking the report.
