Local currency amount &1 and invoice amount &2 are not the same

Diagnosis
The local currency amount and invoice amount must be the same for foreign payments which have the key '04' for the foreign currency translation category because the invoice currency and payment currency are both Japanese Yen (JPY).
The translation category key is stored in instruction field 3 for the data medium exchange.
