Diagnosis
You want to reassign a production resource/tool to the <task_list>task list or order. However, production resources or tools which were marked for deletion cannot be reassigned.
Procedure
Remove the delete flag in the master record of production resources or tools or assign a production resource or tool which does not have a delete flag.
