No contract data was transferred for determination of ELT rule

Diagnosis
During the rule-based creation of a worklist for entitlement and liability transfer, the system was instructed to determine the ELT rule to be used. To do so, you must have transferred a valid commission contract since the contract attributes determine the rule that is used. But no valid commission contract was transferred.
System Response
The system cancels the creation of the worklist.
