Status &3 of job &1 &2 does not allow you to release the job

Diagnosis
The status of the job does not allow you to release it. Only jobs that have the status 'Scheduled' can be assigned the status 'Released'.
System Response
The action is rejected.
Procedure
Update the job list so that you can select the correct job.
