Diagnosis
You want to create or change a BOM using a change number.
However, in engineering change management Customizing, the settings are such that
bills of material with the BOM usage that you entered cannot be processed using change numbers.

Enter a different BOM usage. If you need to, check the Customizing settings in the OS68 transaction.
