You specified a transport layer that by definition is not allowed for the system .
An example of this is the transport layer 'SAP', which is only assigned automatically to the 'SAP' system as a standard transport layer. It may not be assigned to any other system as a standard transport layer.
System Response
The assignment is rejected.
Procedure
Use another transport layer.
