The system sets the validity date and an administrator lock!

Diagnosis
You have set the "valid until" date for user to . This date is in the past.
However, the user has already logged on today.
For licensing reasons, it is no longer possible to set the valid until date to a date in the past.
As a result, the valid until date is set to today and the user is prevented from logging on again by an administrator lock.
