Diagnosis
The user cannot be locked/unlocked, since the setting/removing of the lock set for the user in this system is not permitted.
System Response
The user remains locked/unlocked.
Procedure
The system is probably integrated in a group for central user administration. It is possible that the lock can only be removed or set in the central system.
Procedure for System Administration
Use Transaction SCUM in the central system to check the setting for the maintenance of locks. Only change the settings if you are sure that the current setting does not make sense.
