Diagnosis
You tried to assign an authorization object to a function area. Basically, you do not have the authorization to do this.
System Response
In this case, the system does not allow you to add.
Procedure
Obtain authorization to create authorization objects (S_DEVELOP obj.type SUSO) from your user administrator.
