Definition
Maximum withholding tax base amount up to which the withholding tax rate specified is to be used.
Use
A range of ascending "To base amount" amounts with a corresponding range of withholding tax rates represent a way of staggering withholding tax rates. Higher base amounts could be subject to more tax than lower amounts for example.
